Maintaining arable status for agricultural land

Proposal summary

Farmers who use their fields as part of crop rotation should keep their arable status even if grass or fodder crops grow on an area for several years. Under current rules, after five years of such use, a field is automatically treated as protected permanent grassland, which significantly restricts farmers. This fixed deadline is to be abolished as long as the land continues to be managed and remains part of the cropping plan. For the application year 2026, a retroactive cut-off date rule is intended to ensure that no farm is disadvantaged.
