Proposal summary

Each year, the state awards contracts worth several hundred billion euros to companies, for example for construction projects or IT services. The rules have not been fundamentally revised since 2016 and are now regarded as too bureaucratic and too slow. The new law is intended to make procedures faster, simpler, and more digital. Small and medium-sized businesses and start-ups in particular should find it easier to take part in public contracts. Procurement is also intended to contribute more to climate action in future.
