Proposal summary
Each year, the state awards contracts worth several hundred billion euros to private companies, for example for construction projects or IT services. The rules are often complex and slow. The law is intended to make these procedures faster, simpler, and more digital. Small and medium-sized enterprises and start-ups in particular should find it easier to take part in future. Public procurement is also intended to contribute to achieving climate targets.
