Proposal summary

Many households in Germany still heat with gas or oil, which makes heating costs uncertain and expensive. To enable more people to switch to climate-friendly systems such as heat pumps, state support is to be more strongly scaled by income: people on low incomes would receive up to a 70 percent subsidy when replacing a heating system. Tenants are to be protected through a one-third model in which landlords, tenants, and the state share the costs of renovations fairly so that the warm rent does not rise after modernization. Buildings with particularly poor insulation are to be renovated first, and free regional advisory centers are to make the process easier.
