Germany is updating its Foreign Trade and Payments Ordinance to reflect new European and international requirements. In the future, violations of EU sanctions against Russia, Belarus, or Iran can be punished with an administrative fine. Among other changes, ships belonging to the so-called Russian shadow fleet will no longer be allowed to call at certain ports. Germany’s export list for military goods is also being updated to reflect changes to the 2024 Wassenaar Arrangement.
