Proposal summary

Tax law is to be simplified from the ground up. A uniform tax rate of 22 percent would apply in the future to all income, whether from employees or companies. In addition, there would be a municipal surcharge of up to three percentage points, so that the overall burden as a rule does not exceed 25 percent. The basic allowance (Grundfreibetrag) would be raised to 15,000 euros per adult, and families would additionally receive 12,000 euros per child. Trade tax, corporate income tax, and income tax in their current form would be abolished and consolidated into a single income tax code (Ertragsteuergesetzbuch). The solidarity surcharge would be abolished retroactively as of 1 January 2025.
