Proposal summary

The existing law on CO2 storage (CCS) is to be fundamentally revised. The technology, in which carbon dioxide is captured and stored underground, should in future be permitted only where emissions are truly unavoidable, for example in cement production. Coal and gas power plants are to be explicitly excluded so that fossil business models are not artificially prolonged. In addition, strict safety rules for groundwater and marine protected areas are to apply, and independent oversight with clear operator liability rules is to be introduced.
