Proposal summary

Germany is to advocate strongly for more international climate action at the COP30 world climate conference in Belém, Brazil. From 2035, industrialized countries are to provide at least 300 billion US dollars per year for climate action in poorer countries; economically strong emerging economies such as China are to contribute more. At EU level, a climate target of net 90 percent fewer greenhouse gas emissions by 2040 is to be pursued, complemented by a new emissions trading system for buildings and road transport from 2027. In Germany, a climate action program is to close the remaining gaps in transport and heating, with the goal of climate neutrality by 2045.
