Bill implementing Article 109(3) of the Grundgesetz, third reading

Since an amendment to the Grundgesetz in March 2025, the Länder have been allowed to take on new debt on a permanent basis even when there is no economic crisis. The total amount allowed corresponds to 0.35 percent of GDP for all Länder together. This law sets out how this amount is divided among the 16 Länder, and it also updates existing fiscal oversight rules to reflect new EU requirements.
