Proposal summary
The Federal Government proposes a law that sets out how much new debt the individual Länder will be allowed to take on in the future. Since an amendment to the Grundgesetz in March 2025, all Länder together have been allowed to take on up to 0.35 percent of gross domestic product (GDP) per year in new borrowing, even without a specific emergency situation. This law sets out how this amount is divided among the 16 Länder. It also updates some existing laws to reflect new EU rules for monitoring public budgets.
