Special fund for infrastructure: exclude fossil investments, focus on rail, housing construction, and hospitals

The motion calls for the 500 billion euro special fund for infrastructure and climate neutrality to be used exclusively for future-oriented investment. Investments in fossil infrastructure such as oil, gas, or coal are to be explicitly excluded. Specifically, it proposes expanding 3,500 kilometers of rail, supporting 100,000 social housing units per year, and converting 500 hospitals to climate neutrality. It also calls for changing how the investment ratio is calculated so the fund cannot be artificially inflated.
