In cities with little housing, some landlords demand rents that are far above the usual price. The existing law against such predatory rents has little effect in practice because authorities previously had to prove that the landlord knowingly exploited a tenant’s hardship. This hard-to-prove requirement would be removed in the future: it would be enough that there are simply too few comparable apartments in the city or region in question. At the same time, the possible fine would be doubled from 50,000 to 100,000 euros.
